Russia’s Black Sea Fleet was based on the peninsula and worries surfaced of possible armed skirmishes. Crimean Tartars began returning from exile and resettling in Crimea. Ukraine’s constitution allowed Crimea certain autonomy, including a local group to deal with matters affecting that region only.
